As far as the construction side of things you're right, no one would choose an xBox controller over a mouse as their primary tool, as all of the software is computer based and they're running multiple applications at once. Unless of course, the game isn't designed for controller input. I'm not sure if you're implying that game developers don't use controls, or that they just don't use them while building their projects, but any game designer that has any idea what they're doing, has a console controller plugged into their computer to feel it out during testing.
